The website says that if you open the packet of extensions you can't send them back for health and safetly reasons, but does anyone know if the test pieces come in a separate bag so I can check I have the right colour? I don't know which colour to buy and can't afford to buy a colour ring and the extensions!

talk to them about "The Consumer Protection (Distance Selling) Regulations 2000", and suggest that they may care to reconsider their terms of trading and become compliant with the law.
The law is very clear on this they cannot impose such conditions if they want to trade in the UK (or in other parts of the EU for that matter as the distance selling legislation is EU wide). The only way they could impose such a condition is if they could demonstrate that by opening the packet you had degraded the product so severely that it could not be re-sold. Examples of this are if you buy underwear, wear it and then seek to return it, another exception are certain sales of digitial data (eg music, software etc).
I think they would have a very difficult time in demonstrating that you opening the packet to compare the colour against your own hair was so injurious to the porduct that they could not re sell it to someone else if you rejected the goods.
Bear in mind that you do not need to give any reason for your rejectign the goods..... it could be because they aren't what you expected / wanted, it could be they dont meet your requirements its also perfectly reasonable to return the goods and demand a FULL refund even if the goods are as described and in perfect working order, but you have just changed your mind, providing you notify them as soon as practical and return the goods promptly. How these are defined is up to the supplier to a certain extent..... but usually a minimum period of 1 week up to a maximum of 4 weeks is deemed reasonable time. The refund Must be for the full value of the goods.. they cannot impose a 25% restocking fee, or other means of robbing you, they cannot deduct the costs of sending the product to you, but they can deduct the cost of collecting the goods if you fail to to retuirn them.
This law applies to any goods bought at one remove.. ie where you didn't have chance to see the goods prior to purchasing them, effectively you ordered them by phone, fax, email website, mail order or whatever. There is a gray area if you go and collect the goods having ordered remotely.
If they elect to break the law then you can take the to small claims or refer them to their or your local trading standards.
