It could be keratosis pilaris. It appears as bumps on the arms and thighs.

It sounds like an ingrown hair. Which means that the hair follicle didn't grow up and out, it grew like in a hook shape. You really shouldn't pick at them, there is products you can buy to get rid of ingrown hairs.

i cant see what you're talking about, but if i had to guess, i think youre talking about ingrown hairs, one thing you should do is take a towell with warm water on it and rub at those parts of skin, i personally have not had ingrown hairs myself but ive heard this works well. there are also some moisturizers that help with ingrown hairs. hope this helps!

you used a dull razor and now your hair is growning and cant cut its way out of your skin. scrub hard with a loofah, and use a sharp razor next time.
